  1.     Starfleet personnel are well trained and highly motivated, 
  2. but maintaining that motivation is an ongoing challenge.  Starfleet 
  3. command structure is designed to support this philosophy and our 
  4. officers understand the importance of nurturing and encouraging 
  5. the efforts of each crewmember.  This ranges from ample 
  6. opportunities for personnel to advance within Starfleet, to a policy 
  7. of actively listening to the needs and concerns of all personnel.  
  8. Each crewmember is encouraged to be innovative in his/her job, 
  9. and allowed to excel in their chosen areas.  Indeed, many of our 
  10. most important technical and procedural advances have come from 
  11. on-duty personnel who have suggested better ways to do their jobs.
